Mueller doesn't want to be impugning a member of his party any more than he's already done. He protected the president as much as he could, not even interviewing the easily proved lying to congress and FBI by Eric, Jr. & Ivanka. He put his findings, those he couldn't hide behind fake "unconstitutional" grounds, in writing and feels like he's done his party. Read the report and it clearly shows a criminal corrupt stolen presidency through the assistance of a hostile foreign country. He knows most people haven't read it and don't know what it says and doesn't really want them to know. He's a process guy and that's all he cares about, he is no hero and doesn't care if drumpf and russia stay in power.
