Bullying and school shootings...

I was curious about many of the responses in the recent thread about the school shooting that occurred yesterday. The details of any specific shooting aside, many people seemed to have a very stark, 'the shooter is the bully' reflex. Murder is final, the shooter is wrong, etc.

Personally, while killing someone because they are mean to you is never right, I understand a young person snapping and doing just that. Understanding something is different from condoning it, BTW.

My question is this:

Most people readily recognize the culpability of the bully when their victim commits suicide. Why don't they also recognize the culpability of the bully when the victim snaps and kills the bully?
