Because that's what it would take for the 25th Amendment to be invoked. And ultimately it would take a 2/3 vote of both the House and Senate.

It's harder than impeachment.

PS - I know lots of federal employees. They don't go home after lunch. They are trying to do the best they can given that their ultimate bosses are horrible.
