It is just the nature of capitalism and their policies. They deregulate, the economy tanks, the people get pissed off and vote in Democratic leaders, We fix things and set up rule to prevent future problems, things get better, then they come back and take credit for the improvement and start complaining how the Democrats are bogging everything down with our stupid rules.
