That area is a traffic nightmare. Very much like driving through the Riviera - Narrow 1930's streets lined with high end shops and ritzy houses set in steep terrain - and built for pedestrian traffic.
Unless they are going to try and helo him in, he'll have to get there around either 10 am or 2 pm.
