I'm not some huge fan, but this seems more about the collective dislike for Todd than what he was actually saying.

I listened, and heard that as him being shocked that this is where we were. He's made a myriad other comments that more or less conceded that Trump was a racist or at the very least racist-adjacent.

I haven't seen Todd doing a lot of defense of Trump on these grounds, or suggesting that he isn't a racist.

So, I think perhaps this is a bit of an overreaction.
