It's probably a ploy to get out the RW base.
Dems need to emphasize that it hasn't been "Congress" that has not been getting things done. It has been Repubs blocking everything.

(2,787 posts)because Democrats have the ace in the hole and the check mate if they decide to engage in procedural warfare by ending the filibuster and that is the U.S. territories in which the demographics heavily favor Democrats. Make all U.S. territories States and the republican party as we know it is done for about the next 100 years. They would not be able to undo what we do, because they will not be able to get the Senate back and even if they do there is no constitutional mechanism for kicking a State out of the Union so in the long run Democrats at least will hold the Senate far more often than republicans.
