4. The whole "just joking" thing is a cover story.

Trump says what he means, and means what he says.
His base knows this.
He often throws in a little "double-speak" to stir things up and either energize his base or taunt his enemies.
And his lies are legendary in both their content and frequency.
But he always has a specific intent in mind when he speaks.
He never jokes for the sake of telling a joke, he doesn't have a real sense of humor.
He knows a lot of what he says creates chaos; it's one of his main strategies.
"Just Joking" is in itself a joke.
