3. I think it's illegal for him to conduct diplomacy without their blessing?

Which might mean this is his attempt to shield himself from prosecution for the Logan Act, but I'm not sure anyone gets punished for that. Or, perhaps he's trying to bolster the conspiracy by saying the State Department was also concerned and wanted it looked into.
