The whistleblower who filed a complaint about President Trump’s July phone call with Ukrainian President Volodymyr Zelensky is a registered Democrat who had a “prior working relationship with a current 2020 Democratic presidential contender,” a source familiar with the matter tells CBS News.

....then yeah, he probably had a "working relationship" with Joe Biden, since the latter was part of the executive branch. FFS.

... Possible example might be he was the assigned CIA Liaison to a senator,
congressman or VP. Working relationship, not working for

My guess is he would have been part of the extensive national intelligence team that was assigned to Vice President Biden. Many intelligence agencies and military people get assigned to the President, VP, Secretary of State and other Executive Branch agencies, regardless of their political leanings, such assignments are plumb assignments that advance people's careers.
