Definition of "Bribery" - "Offering a bribe"

It sounds like the Repubes are admitting he offered a bribe but that technically he didn't break the law because it never went through.

Congress had decided to send military aid to Ukraine; before he did his job and arranged that, he wanted to receive something for himself. It's like a border guard demanding money before they'll let in someone with a valid visa. That'd be illegal whether or not the other person paid up.
