Can someone explain why Sondland was running the show in the Ukraine?

Sondland and Giuliani were Trump's agents even though they had nothing to do with Ukraine.

Even worse was that it was Giuliani who Trump ultimately directed Zelensky talk to.

His private attorney, a man with no foreign policy or diplomatic experience, no appointed position, no experience in Ukrainian or Eastern European affairs, didn't speak Ukrainian or Russian, and whose only contacts to the country were two friends recently indicted for fraudulent business activities.

Ukraine is being evaluated, but certain requirements need to be fulfilled before they get in. It's the last thing in the world that Pootie would want to see, naturally.
