question about expediting cases in federal court

I know I already asked a question in GD, last one for the day.

I know expediting cases in federal court is not a common thing. However, I've seen it done.

Is it simply dependent on the proclivities of the federal judges and not on any case law, statute or rule ? I would think the House committees have a very good argument to expedite cases, but, I have no idea.

Anyone know the answer to this ? It's important to note, I am asking about federal courts, not state courts. Thank you sincerely for your time and expertise!
