Why is Sen. Chris Murphy talking out of both sides of his mouth?

He’s saying that it’s time to transmit the Articles of Impeachment to the Senate while on the other hand saying ”I understand why Speaker Pelosi is concerned about a fair trial”. He’s talking like there are enough votes to force testimony. Is there something going on behind the curtain?
