7. I have said since the W Bush Administration that these blatant lies are tests.

They want to see how far they can go, what works and what doesn't work, what are the impacts on people, how can they use them to their advantage.

Case in point. The picture above. Optics, visuals, trump any narrative. Karl Rove actually bragged about this, crowing about how a good picture can overpower bad press.
