I think it should obvious that Trumpco does what is called test marketing regularly.
You just push something out there, (from blase to absurd) and see if it flies. It is an essential tool for conditioning the general public. If it works, you continue and ramp it up as far as possible. If it reaches a peak and peters out, you have learned something from that, too.
If whatever you tried doesn't work, you discard it, (maybe save it for later) and move on to the next thing.
This is often used in writing for series, etc., except that it is being applied here for nefarious purposes. Test marketing is nothing new, but Trumpco is based on a reality TV show approach that has been working well in the political arena now. You can condition the audience, push the envelope, shove them to the edge, etc. It has great potential for establishing a dictatorial regime by way of Simulation. That way, you don't need much in the way of censorship and propaganda is supplied by the people, you simply STEAL the show. Voila!
