What is holding up the Barack Obama Presidential Library?

My hope is back, I can tell by the fact that I was researching the Obama library around 11PM last night, rather than being in bed which is where I normally am at that time.

I know that there were a few redesigns, but what is the real deal? I mean seriously, who or what is holding this up? This is beyond crazy!

A good deal of the delays were coming from local Chicago and even neighborhood groups objecting to the location and other related local issues, including gentrification.
