???

I poked around a little and came across the following, which appears to indicate you can test positive BEFORE symptoms appear, but that the detection rate is not 100%. It does not say that the test is "ineffective."

And the CDC is reporting testing before symptoms appear can result in false negatives.

Not testing at all makes no sense to me. There are many diagnostic tests we subject ourselves too that fail to detect some percentage of the thing being tested for. That's why we retest. (e.g., get a pap every year because very early disease may not be detected). A negative result doesn't necessarily mean "you are in the clear." Knowing the "fail to detect" rate, you know how to interpret a negative.

Why the heck not test? Identify positives as soon as possible. Count the negatives as "untested" and line up retest.

Just because you can't trust a negative before symptoms (i.e., you still need to quarantine and monitor an asymptomatic person exposed to a known positive, even if they test negative) doesn't mean you don't test at all!

As little as I like Cruz, the thought that he will be a victim with influential friends is not bad. Cut him some slack. Let him get well. Maybe he will realize the impact of hoping away this health crisis.

COVID-19 has an incubation of 5-6 days AS HE STATES HIMSELF, and it's been 10 days. All he's doing is finding an excuse not to meet with constituents.

He's just hiding. There's no other reason for his behavior given the incubation period and lack of symptoms.
