Obligated to protect him against his will if he willingly puts himself in harm's way? They wouldn't let him lay down on some train tracks with a train barreling down them. If he tried to do that they would physically remove him from them against his will.

This is the same thing. He is not following the recommendation of the CDC and is a risk to himself and others. The SS is obligated to intervene to protect the country from this train barrelling down the tracks.
