Original CDC guidelines allowed only for testing related to travel. What does that tell us?
1. that Trump put that regulation in place, because he over-ruled his experts thinking he could wall the virus out.
2. that he was, thereby, deliberately depressing the testing data to avoid negative stock market reactions.

Therefore Trump should be held directly responsible for the severity of this pandemic in the United States.
No wonder he now pleas for a lack of politics and bi-partisanship.
