the manager said that the supplies that filled this huge warehouse, stocked for an emergency, would only last 3 days. those gloves are used and tossed after each patient/use.

Theyre all about the just in time supplies and keeping costs due to storing large stockpiles of supplies down. Sure, its a good idea for some things, but not for instances when running out of an item like gloves could be catastrophic.
