There is a difference in terms when referring to ObamaCare and what a new President will have to do.

With ObamaCare it is all about improving the program. Not fixing it. Just like for Medicare, Medicaid, and Social Security.

While a new President will have to fix the problems created by Trump. Fix the problems in government that were his doing.
