Senate in session until early morning hours to vote on the bill. If I recall correctly, it was 1:00 in the morning when the bill was passed.

Voting on a bill that will save lives is obviously not a priority for the Grim Reaper.

That's part of the standard process.

If the Senate wasn't consulted on the contents, then that's part of an otherwise reasonable process.
