One of his minions went to him and said "WHO will include us in the test delivery." And, sensing a profit making opportunity and a massive and stupid ego (Only I Can Fix It!) he blew the person off and said Nah we don't need no stinkin' WHO tests. Or something.

This just sounds like him - stupid and dismissive.
