Because testing has been so fucked up

we really don't know where the virus is. The found clusters are where we test. But we may not be testing where the all clusters are.

So he can claim a bs excuse for his state funding and help being held up, unless he promotes trumps response as being great when it wasn't. He's done this many times before by picking a fight , then manufacture excuses and claims to refuse help to them . PR was one example.
