What do you mean by the "net"? And what do you have in mind as a service? Anything is technically possible, though a lot is unlikely.

Lower level attacks are very difficult to do on a mega scale. There's a lot more decentralized routing going on than 20 years ago (when there were like 5-6 central hubs).

will have local DNS servers with everything they need cached. That would probably last long enough for the attack to be mitigated.

But I believe that what you suggest could be accomplished by our government, but our current administration has not proved itself capable of keeping sharpies away from Twitler, much less this sort of internal coup d'etat.
