They wouldn't have to release him for medical reasons if they had never wrongfully imprisoned him in the first place. Kind of like North Korea releasing the dying Otto Warmbier.

Glad they're releasing him, but no praise from me.

Lifting sanctions would be rewarding them for kidnapping people and wrongful imprisonment. Something they have a bad habit of doing.
