It will almost entirely be counted by mail or internet. The field operations are suspended, probably canceled. The field operations is where they get the under counted, the poor, the homeless, immigrants, non-natives. Ones who don't answer the mailed form or the internet.. These skew much more Democratic. The under counting of this population will lead to dramatic realignment of the Congressional districts. Blue States will be affected more than Red States. Then the GOP will be free to gerrymander the Democrats out of the majority.
This will be bad.

Even schools do a good share of their work online. Computers are 5 times cheaper than TV’s. Show me a house or apartment that does not have a TV!

Homeless people don't have TVs. There's no place to plug them in under freeway overpasses. And being homeless, they never would have received the form that contains the reference number they have to use to complete the form.

They rely on Fox news, if they have tv. No computer literacy. No reason for them to go to the library, which is closed here until the virus thing is gone.

Lots of people living at the end of long dirt roads all over the county. No tv, because no broad band/cable that far out. No mail delivery, they have to use a PO box here in town, and find someone to read the mail for them. I know that because I have been that reader for people at times.

And I do not have a tv, btw.

7. I think the point the OP is making is that some people,

especially the poor and the homeless, will be undercounted. They might not have computers or access to them and therefore can't fill out the form. If there are no census takers in the field those people won't get counted.

I have been in many homeless shelters. They are about a meal and a place to sleep.

Buildings are now being opened for them to stop the spread of the virus.

I doubt they vote at all.

Fwiw, on top of other answers, maybe consider that this census has been shaping up to this point to be enormously disastrous to the Republicans' hold on power. Our parties are not exactly poised at the same starting line waiting for the gun to go off.
