Our nation's inability to met the demands are a direct result of globalization of the economy.

Increasingly companies outsourced numerous products and components for development and production.

We must rely on foreign manufactures to met the demand for many components. This makes it virtually impossible to ramp up production of complete products. This is also complicated by the incapable of many manufactures to met such demands due to lack of infrastructure.

A well thought out master plan that insured that we would have the complete products capability to meet uninspected requirements is not unreasonable. This is especially feasible and applicable to basic medical equipment. The most significant roadblock to having a required substantial inventory and manufacturing capability is the demand for maximized profits at any cost. This is not limited to the manufactures sector, but also the end users who strive to keep inventories at a critical stage of just in-time purchasing to also maximize profits. The Federal Government is the only entity that has the power and capability of demanding that a comprehensive plan be implemented. When representatives are controlled by special interest groups that oppose any expenditures that would possibility affect their profits, such as increased taxes such actions are automatically defeated by bought and paid for representatives.

We have to come to the realization that the control of our nation by the special interest groups has made each citizen vulnerable to exploitation and gross incompetence that can be deadly when a national response is required to met disasters such as what we presently face. It is not surprising that all we have heard from the highest levels of out federal government has out right lies to cover their incompetence and lack of comprehensive knowledge.

The swine flu was much more easily addressed than the present disaster. From Wiki: A follow-up study done in September 2010 showed that the risk of serious illness resulting from the 2009 H1N1 flu was no higher than that of the yearly seasonal flu.[11]
Unlike most strains of influenza, the Pandemic H1N1/09 virus does not disproportionately infect adults older than 60 years; this was an unusual and characteristic feature of the H1N1 pandemic.[12

The coronavirus and the healthcare supply chain: What hospitals need to know about N95 masks, drugs and devices

The majority of personal protective equipment used by U.S. healthcare providers is manufactured in China and other countries hit hardest by the coronavirus.
Based on current projections, most hospitals will experience about a month-long disruption in the delivery of N95 masks used to protect against the spread of airborne illness.
Other parts of the supply chain, including drugs and medical devices, also could be impacted.

This is the problem when we don't have the ability to respond and must rely on foreign manufactures.
