Instead of taking the normal Board exams in order to be able to call himself a certified Opthalmologist Rand amd his BIL decided to form their own Certification Board. Needless to say, Rand successfully passed HIS exam to be called a specialist.

The fake board he set up was to avoid having to take the recertification exam that every ophthalmologist is required to pass every ten years. The motivation was pure self-interest, as in laziness (recertification is a minor pain in the ass, but every doctor does it)
