We saw the exact same thing play out during the meltdown of 2008. Just before the election, troubled banks submitted a "Pay up or else the economy gets it" ultimatum. The Republicans were totally ready to open the Treasury doors to the looters, but Democrats stopped them. Better (though decidedly imperfect) legislation was soon forthcoming from the new Obama administration. After seeing what the irresponsible captains of industry did with that relief and with the tax cuts of 2017, Democrats have caught on to the scheme, and they aren't willing to just hand over taxpayer dollars to entities that don't pay taxes without any preconditions.
