of low- level offenders. One employee and now two inmates have tested positive and are ill in one prison, so what was being considered will probably happen soon.

Just low-level offenders. I dont think they are going to endanger the public. Its why theyve waited. But its cruel and inhuman to keep petty thieves locked up in crowded conditions when a potentially lethal pandemic has already hit the prisons. They need to thin out the population, judiciously, and observe social distancing.
