1. In some parts of Florida, yes

but not the whole state.

2. It should be okay to walk along a beach

as long as you maintain social distancing. People are encouraged to get out and exercise, so walking along a quiet, nonpopulated beach should be okay.

It's party beaches, and crowded swimming beaches that should be closed. I should think anyone with an ounce of sense in their heads would avoid such activities, but they don't. So they should be closed.
