During such a time of crisis, why did Trump and Mnuchin insist on a $450 billion special fund?

To use for their corporate friends?

Could they not set aside their greed in this one instance for the benefit of the people? No, evidently not.

They blackmailed the rest of the US Senate into giving them the money or they would not agree to anything else.

As we now know, when Donald Trump gets his hand on a dollar, it is damn near impossible to pry it loose. So they got their $450 billion dollars to do with what they wish. There is no oversight. There is no enforcement. It's a special fund for Trump, Mnuchin, and their cronies.

But there is an emergency. People are dying. The Senate had no choice.

In 3 or 4 months, all the money will be gone and more will be needed.

What strings will then be attached to the $450 billion dollars that Trump and Mnuchin are sitting on?

All Mnuchin does for trump is he demands campaign contributions in exchange for their bailout package, then trump claims he knows nothing then funnels it into his pockets.

So all of the language around this $450 Billion was introduced by the Dems. There is now a panel for oversight, there will be no secrecy. This $450 Billion will mostly be guaranteed low interest loans and investments that will be paid back. Companies who take this money have several criteria that they must abide by like keeping 90% of their workforce on staff, not increasing dividends for a couple years, and not issuing stock buy backs. Corporations hate these rules and will not ask for the money unless they really really need to.

It's not a perfect bill, but this was a huge win for Liberals. Elizabeth Warren has her prints all over this, and Bernie stood up for the Unemployment expansion that is in it that will be a huge experiment in socialism and minimum income.

They had no choice.

But I am skeptical that any "panel" will know anything about the money and how it will be used. We cannot assume honesty or transparency of any sort.

I don't mind if Dems in the House stop this and amend it further, it's got nowhere near the controls pr transparency needed and drumpf is a criminal thief who will steal the money for his re-election. We can 100% count on that if this bill goes forward.

social security trust fund, that theft will come in stimulus package #4 or #5 and the Dems will roll over and give it to them. During impeachment I got a glimpse of a spine within our party, it seems to have vanished now. The workers have been hurting for years we're kind use to rolling with. Who hasn't been hurting are the rich and the bankers, they've been getting anything they want for decades now. Right now they are hurting, their stock portfolios are tanking and they want to be made whole. The Dems could have given the repugs the finger and said nothing happens until we get what we want. A few more weeks of a stand-off would have the rich begging for the repugs to give in.
