JUST IN: Trump signing statement on coronavirus bill says hell override a provision requiring the newly created inspector general to report to Congress any time agencies refuse to give him/her requested info.
Signing statement also says Trump will ignore requirements that congressional committees be consulted before reallocating funds.
And the statement also indicates Trump will treat as optional a provision requiring that Congress be consulted about the staffing of the new Pandemic Response Accountability Committee.

(23,629 posts)12. line item vetos ?
Congress attempted to grant this power to the president by the Line Item Veto Act of 1996 to control "pork barrel spending", but in 1998 the U.S. Supreme Court ruled the act to be unconstitutional in a 63 decision in Clinton v. City of New York.

Oh yeah. Dick Cheney. Good thing then that he sat on the SC when that piece of legislation was thrown the fuck out as unconstitutional.
