If there were string orchestras, those would be responsible. If political parties had large meetings, those would be.

They just didn't stop meeting when either things were voluntary or after they became banned. (California's stay-at-home dates to what, 3/17? That's just under 3 weeks ago, so I could see a lot of them due to pre-ban assemblies.) But the article doesn't drip details.
