Allstate's rebate program is way too short. I pay

Allstate $100.00 per month for car insurance. They are going to refund 15% of two months premium. So I will pay $200 for these 2 months. Seventy percent is usually paid out in claims. Of that $140 dollars claims are estimated to drop 50%.
So I should get a $70 refund and not $30.
Is my information correct?

people not driving as much. However, I have Geico and have not heard anything about it.

Plus, you still have theft, vandalism, hail exposure, etc.
