Is this a way for tRump to mess with Social Security. He makes it sound like a winner but I think he is jeopardizing Social Security.

(54,770 posts)because the shortfall was paid by General Fund. Of course, many went berserk because that tied deficits to SS to some degree.
Not really a payroll tax holiday supporter, but it does get money to people easily in short-term.

(25,183 posts)is that payrolls are way, way down. There's no FICA tax on unemployment compensation payments.
Frankly, the plan to have small businesses get forgivable loans with which to keep their workers on a payroll rather than on UC is a good thing for Social Security.

(25,183 posts)I used to be a tax accountant in those days, and it pissed me off powerfully that UC got taxed. But, one of the things that did make sense during those years was the Targeted Jobs Tax Credit, which caused employers to hire from groups that have been particularly disadvantaged during the Great Recession, as we called it.
That Federal income tax does not help the Social Security trust fund. Payrolls help the fund, and I don't see a payroll tax cut as any worse than it was when there was one during the Obama Administration.
