Remember that thing we all got in the mail. "Trump's Tips to Survive the Corona Virus"?

That was delivered free courtesy of the Postal Service. To every address in America somebody walked up and delivered that thing. Do you know how much that would cost a company? The Postal Service knows. They ate the cost for a service they are mandated to fulfill.

There are also breaks, again mandated by Congress, to non-profit groups, libraries, Matter For The Blind, newspapers, periodicals, military mail.

The Postal Service actually calculates the cost of providing these services, including the Franked mail, and sends a bill to Congress every year.

Every year the Congress votes not to pay the bill, and the Postal Service eats the cost.

It is called "Revenue Forgone".

And it has been going on for decades.
