"Capacity" is Dump's Orwellian word about testing

Understand capacity in this way.

Everyone who has a car has the capacity to change a flat tire. But, if you are minus a jack or lug wrench your "capacity" means absolutely nothing.

Exchange jack and lug wrench for swabs and reagent and you are now living in America today.
