Cuomo announced a two-phase plan to reopen the state, but said the timing will vary by region: upstate New York is more likely to enter the first phase after May 15 “with certain precautions” while downstate—which includes New York City, Westchester, and Long Island—could take longer to reopen.

And Cuomo has said as much. There's no way people are going to let the city confine them to their tiny apartments all summer, especially those who don't have air conditioning. The main purpose of the lockdown was to flatten the curve and give the health care system time to catch up and build capacity. Now that we've done that it doesn't make sense to stay shut down forever, and it's just not sustainable. More people will be hurt in the long run if the shutdown lasts too long. It feels weird to hear Republicans suddenly act like they care about poverty, homelessness, loss of health insurance, mental health issues, and inability to access other necessary health care, and while I don't believe for one second they actually care about those things, it doesn't mean those who call for balancing are wrong.

By all means, we should provide a social safety net so that the most vulnerable people can stay home until we get a vaccine if they decide to do so, but the shutdown is not sustainable for much longer, especially in a place like New York City.
