Moscow Times: A paramedic who complained about being forced to work despite contracting coronavirus is in critical condition after he fell from a hospital window in western Russia this weekend, local media reported.
This is at least the third incident in which a Russian healthcare professional has plunged from a hospital building under mysterious circumstances in the past two weeks. The two previous doctors have died from their injuries.

Other articles refer to him as a doctor or an "ambulance doctor". In one of the Russian-language articles it refers to him as an "ambulance doctor" and his colleague as an "ambulance paramedic". In all cases it refers to him as Dr.Alexander Shulepov when referring to him by name.
So I think it is fairly clear that he is a doctor.
But in the end, this is really all beside the point. The significance has little to do with his title, degree, or position, but rather with the fact that he is the third medical professional to have fallen out a hospital window after criticizing the response to this pandemic.
