Verrry interesting... I used Photobucket for a few years before they decided to charge people for photos they had uploaded on a free account, but I wouldn't have a clue how to host photos, let alone what a "free tier" account is. So I'm wondering if it's a scam. I'm going to contact them directly thru their web site and see what happens. Obviously, no way I'm going to click on the links.
UPDATE: I just tried their web site, but there doesn't seem to be any way to contact them directly. So the hell with it.

I got it 2 or 3 years ago, and switched to imgur for photo hosting.

I moved away from them a long time ago. No regrets.
There are many good photo hosting platforms. I found SmugMug suited me very well. It costs around $40 a year and I can post unlimited numbers of photos. They are reliable.

Then just remove stuff from your Photobucket account and close it.
On edit: Yes you should visit or contact Photobucket directly. The message you received could very well be phishing for your account info and financials.
