It's worded in a very cagey way:
As has been previously reported, two weeks ago one of the President's support staff tested positive for COVID-10. The President is in very good health and has remained symptom-free. He receives regular testing, all negative to date.
After numerous discussions he and I had regarding the evidence for and against the use of hydroxychloroquine, I've concluded the potential benefit from treatment outweighed the relative risks.
In consultation with our inter-agency partners and subject matter experts around the country, I
continue to monitor the myriad studies investigating potential therapies, and I anticipate the same shared medical decision making based on the evidence at hand in the future.
After numerous discussions he and I had regarding the evidence for and against the use of hydroxychloroquine, I've concluded the potential benefit from treatment outweighed the relative risks.

The letter does not say Trump is actually taking the drug. The doctor tapdances around the question by saying they discussed the matter and concluded "the potential benefit from treatment outweighed the relative risks" and that he would continue to monitor the "myriad studies." He was able to let Trump lie without actually lying himself.
