He outplayed himself by refusing to testify without a subpoena, which he knew would never come, and the Senate refused to call witnesses. But had he testified, the secrets in his book would be out in the open and the administration could no longer claim the right to review and redact. He'd have been better off if he hadn't played a cagey game and testified voluntarily before the House.
