And the administration's priority is the people who are turning a profit off the nation's misery. We can't expect these folks to pay taxes on their capital gains! That's a burden to be borne by our human capital stock.

the people who face capital gains taxes are *exactly* the people who do *not* need a tax break.

if you're going to talk about capital gains taxes at all, it's the people who have *lost* money who need help, not the people who made gains!

but, of course, it's the people who don't have investments at all who really need help....
