(13,783 posts)... they're worried about the FBI and DOJ because they take so long to investigate. But you don't have to finish your investigation before you make an arrest!!! I'm sure most people caught in that situation would be arrested immediately. Whether or not charges followed, well....

(11,306 posts)quickly hand off an investigation such as this to an outside agency. SOP. So the police chief is probably NOT the guy that would be making a charging decision here. (even under ordinary circumstances that decision probably lays with the DA) The other thing hanging over this situation .. is that when charges are levied, they probably are not going to be satisfactory to the enraged public (because the circumstances won't support) .. and that presents another valid reason for all local agencies to distance themselves from any decision here.
