On Tuesday, BuzzFeed News reported that the U.S. Court of Appeals for the 4th Circuit has denied extending qualified immunity to five West Virginia police officers who shot a man 22 times as he lay still on the ground.

5. It's a start...now make all police officers carry private liability insurance

Revoke that insurance if the officer is involved in violating any citizen's constitutional rights or any failure to maintain training standards...just like doctors must carry malpractice insurance.
