but I am VERY suspicious of people with extreme homophobia - people like Mr. Santorum seem obsessed with seeing gay folk ONLY in a sexual nature which is bizarre to say the least

There are no shortage of examples of finding out such people are actually gay later too. The more virulently they rail against something, the more likely it is they are engaging (or have engaged) in such behavior.

As far as I know, DOMA is the only federal law defining marriage. The federal government has always recognized state laws on marriage.

That seems to be the basis, from what I can see.

due to DOMA, marriage licenses, unlike drivers licenses aren't recognized across state lines. I can drive in any state I wish with my NC drivers license but if I were to get married, in say Iowa my marriage wouldn't be recognized in NC. This is a status which can't stand. Gay couple's taxes are messed up due to this, paper work may or may not be good across state lines for medical issues, and other such problems. Until this mess is settled gay couples are in a no mans land.

he wants marriage by his terms, for everyone. He doesn't like the fact that some states allow marriages that don't agree with his very narrow definition of what marriage should be, and to stop their "sinning" the issue must be a federal one. "Big Government" and government control is perfectly fine with him and other people of his ilk, when it is THEM who demand it.

could this be a message to the rabid Christian crowd that he will champion a renewed push for a constitutional amendment?

Saying that marriage is a federal issue is new territory, especially for a states rights nut like Santorum.

Different states have always has different rules on marriage. There are different rules on how old you can be. Whether cousins can marry, etc. They same should apply with gay marriage and other states should respect that just as they do the other rules.
