I work Search and Rescue under FEMA and have been to a bunch of disasters including 9/11, Charlie, Katrina, Etc.
Without fail, they are proactive in election years and slow to act in off years. Every time.
California has to burn to the ground before he could care about anything there or even acknowledge on Twitter there was a crisis.
